River flopped a little too hard and rolled over. Simon is busy pretending that she meant to do that so she isn't embarrassed by her little run-in with physics.
He's probably thinking, "Welp, there goes my campaign manager rolling across the floor. Who gave her an apple slice?! You know she gets hyper from too much sugar!"
