River tries to console Simon.  The little guy is worried about how the government shutdown will impact them getting pellets and hay.
In their 6 years of existence, they've now experienced two government shutdowns, which is entirely too many.

No Congress, that's a bad Congress!

Simon is depressed about the current government shutdown.

Doesn't Congress understand that oats cost money and that oats are the root of all happiness?!
It's quite simple arithmetic:
human work = $$$
$$$ + store = oats
bunny + oats = happy bunny
However, in our current situation:
bad Congress = government shutdown
government shutdown = furlough OR work with no pay = no $$$
no $$$ + store = no oats (OR stolen oats = bunny jail)
bunny + no oats (OR bunny jail) = unhappy bunny

Don't worry Simon!  This will make it easier for us to take over the world.  All we have to do is come up with a balanced budget and affordable health care for everyone and we'll win the hearts and minds of the humans!
