It's a "Don't worry, I'll be back in a moment" kiss. It is great Simon is so considerate eventhough they could perfectly see or smell each other from across the room.
You're right--Simon really is a polite little bun! With River, it's a toss-up mainly because she is so focused on whatever it is that's caught her attention that anything else is in her immediate surroundings becomes an afterthought.
