Simon was attempting to eat the tunnel while being shielded by River and Mr. Giraffe. I think River knew he'd get scolded for it, but would totally chew on the tunnel herself if she had thought to do it first/knew she wouldn't get caught. Mr. Giraffe is just guilty by association. ;)
