I think she was mad because he wanted her to wait before they got up to shenanigans. I was looking right at them, so their chance of success was nil. Simon uses his ability to think ahead...River, not so much! ;)
They're definitely plotting something and the way they're looking at the dump truck I wonder if it's a heist they're planning and using the truck as a getaway vehicle?!
Oh, I'm sure that the dump truck was going to play a critical role in a bunny treat heist--it's a good getaway vehicle with the bonus of being able to haul a lot of treats! :)
