It looks like Simon is trying to get River's attention so that she'll give him kisses, and she is calm and focused on something else, completely ignoring him with or without using her super power!
Hi Tarosagi! It was always cute when Simon would pester her for kisses! The little fella must've had an internal 'kiss counter' going and would do stuff like this or draping himself over her until she gave him his well-earned return kisses. River was probably trying to work out the amount of kiss interest she owed him! XD
