I don't think either of them have ever tried anything other than attempting to catch their ears and clean their faces with their paws. Maybe it hasn't ever occurred to them that they can scratch that way or they've tried it and the results just didn't satisfy.
I really had to watch River to make sure she didn't get so into chasing the itch that she lost her balance and rolled over...it was a close thing! I think Simon is the only one in the house who hasn't been bitten by a wayward indoor mosquito, so he's just a puddle of bun watching the rest of us for entertainment! ;)

It's so funny because they really can scratch an itch on their face with their hands yet they still use the foot.
