The way they're looking at the camera they are definitely plotting some diversion or scheme and it looks like Simon is going to try to hide under the purple towel and sneak by to get some treats and River is ready in the cube as a lookout!

You're probably right--whatever they're up to is bound to involve treats and Simon is the most likely to be the mastermind behind whatever shenanigan gets him more of them! XD
